Drawing on research and direct engagement with Nepali migrant workers, the statement highlights systemic failures in Nepal’s migration governance—from deceptive recruitment and debt bondage to unsafe working conditions and barriers to justice — and sets out concrete, rights-based recommendations for reform.

At this moment of political transition in Nepal, there is a critical opportunity to build a migration system grounded in dignity, accountability, and justice.
